Paid Bribe for Khatha on Property but still did not recieve khatha

We have a plot in Bangalore (AECS Layout) and we wanted to obtain a khatha certificate for the plot. We have been asked to pay 35k. We have made the payment but the khatha is not yet issued. They are asking for additional money for the khatha otherwise we need to wait for some more time. Its been more than 3 years.
