Paid bribe for Marriage Certificate

After waiting for 2 hours when our turn came up for signing on the register we were told by the officer that the time is up though it was 2 pm. We were asked to come after 2 days. While issuing the certificate we were told by the peon that you need to pay Rs.200 to get the certificate as the officer was asking about it and I am ashamed that I had to pay it.
