Paid Bribe For Nothing

I belong to Bareilly, my permanent residence is there, but I am in service and presently posted at Mumbai, I went to Food and supply department to get transfer certificate for my two daughters who got married recently. Untill their name is deleted from our Ration Card there, their names can not be included in their In-laws Ration Card. The Office incharge sitting there saw my Ration Card and said " This Ration card is already cancelled, nothing can be done". I was shocked how my Ration card was cancelled? I requested him to do some thing to get my Ration card revived. He asked Rs 1000/- which I paid him. He took my Ration card and said the work will be done within a week. Two months have passed, he has not done any ********** till today, instead he took away my old card also. I am too much worried, I don't understand what to do now?
