Paid bribe to receive Income Tax refund draft

I remember clearly, I receive a call from a person and he said he has my Income Tax refund cover with him and where to deliver. I was at office that time. I asked him to handover the cover to my apartment watchman. He said rules do not agree to give to any other. Then I said I will come to post office next day and take it in person. He said no no you have to receive it now. Then I understand he is expecting something from me. I spoke to my watchman over the phone and asked him to give 200 Rupees to postman. Postman said we are 2 people so 200 is not enough. Not sure if 2 people carried one cover jointly !! Then I said 300. Surprisingly the postmane handedover the cover to my watchman!! Not sure how the rules allowed him to give when they did not at the first place. :)
