Paid Bribe to the Receptionist cum Head Security of Regional Passport Office - Anna Salai, Chennai

The head of Security asked me this money for not doing any favour, other than his duty. I do not remember his name, but he is also the receptionist and also the Head of Security. Not sure whether he is a govt official, but even the lift operator of this office asks for money.

Wondering why this is happenning, as I have never encountered a situation asking me for money for no reason.
