Paid Bribe to Police Officer

Firstly, the police officer visited our house at 9.30 pm which is quite an odd time for such verification and definitely a tactic they use to build a pressure. The officer visiting my house for passport verification blatantly asked for money. When asked why this tradition is still going on, he started giving us count of how much work burden he has. Since my parents didn't want any hassle, they paid him Rs 1500 even after I repeatedly objected with the idea.
I don't want to name the officer, I just want this tradition to end for everyone. Why is that we feel so compelled to comply to bribery.
