Paid bribe with Hypothecation fee

I paid bribe when I visited Jamshedpur RTO office for my bike's hypothecation cancellation. Bribe is bribe so its not about just 40 INR. You will be surprised to know how they took bribes. Let's talk about mine first.

1. Once I had every documents in hand (NOC, Affidavit, Card Fee Tickets and few more forms). Typist who helped me to get Affidavit done suggested me to visit counter number 4/5 where Mr. Prasad sits. I was totally blank about fees required, so I given my documents and owner book to Mr. Prasad he done some computing work and asked me to pay 400 INR and I given the same. At the end he given me 2 copies of receipt, there was few more guys in queue so I step out and started reading receipt. I noticed, there was just 360 INR in total and Mr. Prasad took 400 INR and not returned anything. Again, I asked me why he took 400 instead of 360, he replied I took just 360 INR. I saw sudden change in his behaviour to me and started shouting. This was my personal experience.

2. When I was in queue there was some agent before me, I was listing everything because I was curious to know how much fees they takes, I noticed fee can vary depending upon some dates factor. The guy before me was agent, Mr. Prasad asked him that I take 100 INR extra on each work to be done. Agent paid same amount before me.

I am still continuously visiting (29 July, 30 July, 31 July) to submit my hypotecation form to RTO because I was asked to get it signed and sealed from RTO Officer and he is not available in office since 29th. I asked a guy who always sits on the RTO Officer chamber gate that when "sir" will be available, I also addressed him as "sir", I also said "sir" i'm visiting 3rd day taking leave from office to get my work done. He replied like a very proud government staff "aaur dauro, itna se kya hoga".

Today at 31 July at 10:30 AM, I visited RTO Office and entered in office room because a gentle man outside asked me to come with him. He said, "aare yaar paise nahi doge to kisi ka haath nahi ghumega. sab tumhe ek counter se dusre counter thak visit karwayega". This gentleman took me inside office and request each staffs inside to get my work done, I was with him requesting. An another guy inside said to me that "aaj sir nahi hi, kal 11 baje aana main kuch kar dunga".

Hopefully my work will be done tomorrow paying another bribe in RTO office.
