Paid briber for katha transfer

I have to transfer katha on my name from my old owner, i went to BBMP office near begur hobli, i submitted all papers but my file didn't move a bit for process... later an bbmp clerk came to me and said i have to some extra amount to process the file... the bbmp charges for transfer is 3500 and i paid bribe 7000, total i spent 10500
