Paid for getting my Physical Handicap certificate

Even though it was clearly visible that i was a physically handicapped guy with legitimate documents from the doctor the officials asked my for 500 rs which i had to give to get my work done in order to submit to my Engineering counselling or else i would have not got it in time. Even though after waiting for so many hours in the line they asked me :( bribe.
