Paid Rs 3500 to get verification certificate

To renew my passport under Tatkal scheme, I was asked to attach a verification certificate. The police dept refused to issue. RDO office staff took a bribe of Rs3500 and issued the certificate.
The passport officer refused to accept it. Ultimately I lost two weeks time and Rs 3500 for nothing.
