Paid Rs.60 (mandatory) bribe for passing Driving Test

I went to give my driving exam where we all asked by a driving school personnel. It is mandatory to pay Rs.60 bribe in order to give the driving exam. If you dont give bribe we will fail no matter whether we can drive. But if you give bribe you may not even have to drive a car but show 1 hand signal and you are pass. I stood in a long line of 50-60 guys from my driving school and each of us were asked to show a hand signal. Only one guy (looked like he was drunk with desi stuff) couldnt answer any question by the examiner, but finally he was pass too for 60 bucks. I was not asked to drive any car. So much for the test.
