The pallavaram registration office and the so-called-lawyer/document prep office 2 blocks from registration work hand in hand to collect bribes. The builders are in a habit to give bribes to get their work done. The registeration officer at the registeration office on the front appears as though he is genuine by asking 100 Rs for army fund. Initially was impressed to see someone patriotic. But then few minutes later, they ask money through their agents , otherwise paperwork will get delayed. I am at fault too, because I paid bribe to ensure there will no delay in the paperwork. They do their operation covertly and they need to caught redhanded and jailed (and ban them into government service line of work permanently and there should be a global database so that these poison don't seep elsewhere in any other govt dept). The bad ppl at office will always figure out a way to get bribe. Fear of taking bribe should be driven into them. If the indian judicial system is weak, then the people should take on justice and stone them.
