Parking or No Parking, Bribe is Barking

I was on the road on sunday evening for street shopping, in my car, so had to stop by to purchase some stuff on other side of the road. Had to pullover on not so busy street, which is calm on sunday late evening, and it happened to be outside a police station, where i could only park, which had a lot of parking space. And to be sure, it wasn't hampering any traffic flow, or would have, anyhow.
But these people from muncipal corporation, bumped in, to toe my car, where there was no sign of NO Parking written, or Parking written, where there is no system of parking written anywhere or a special place allotted for parking in 1 km or so !
I was stupid, to not ask for why my car is being toed, because there was no where written as NO Parking zone, but unwanted, i had to pay Rs. 250 as bribe, where as it Rs. 450 fine. So, i was bribed or fined for non existing fault. And no-one wants to mess with tardy policewalas, who have no brain, or understanding of any rule.
