Passport Address Change Verification

I applied for a new passport due to change in address. The next step was address verification by the local police station. The person called me and asked me to get the necessary documents. I showed all the documents and signed in the police register. Then he asked me for Rs 200 as "Verification charges" and put it in his shirt pocket. I dint get a receipt. I felt so guilty for encouraging corruption. I feel so spineless and a coward at the age of 25, when AnnaJi is fighting for corruption at his age.
