Passport office London Indian High Commission

I recently visited HCL for a visa to india on a British Passport and to make a complaint as to the slow progress being handed out at the VSF office in Hayes West London. When you go to HCL in aldwych the staff are so rude and unhelpful that its like a slap in the face. One particular man kept on repeating "this is not England and you have to suffer because other people are suffering within the Indian government offices"! I was told to go away and not come to HCL and when "we" are ready we will give you a visa. I was later told that if I had paid some money to a Mr P the job would have been done but because I am not Indian I am not use to these rules. I cant understand why Government workers are allowed to work in the Uk with this kind of attiude, if you don't like to work for a governemnt organisation then find another job but please dont disturb the general public.
