Passport Renewal - Police verification. Personal Expenses Rs. 1000/-

I had to cough up Rs 1000 for police verification. Although I had the required document for address verification - bank statement with address, I was asked documents like voter card/adhaar card etc which I did not have. The person said that it will be very difficult to process my application and demanded "personal expenses". When I paid 500, he said he will "TRY" to process the application. When I paid the additional 500, it was then he said he will process the application. It is nearly a month now and the passport status still says "Pending police verification". Now I'm starting to think that this guy just ripped me off and did not even bother to process the application.
