Passport varification

I recently applied for passport. during police varification first I went to CID official, after waiting 15-20 min. sitting in front of him without any conversation I asked ho gaya sir, he did not replied and went out of the room. after some time his deputy came and asked kuch sewa kariye. I offered him 300 bucks and left the office. after this a phone call came from Police Station that I have to be appear in front of SI for police varification. there also I have to pay 500 bucks ( lesser then normaly taken from others ).
The normal rate ranges between 1500 to 2000 bucks here.
