For Passport Verification to Police and LIU

I have applied for the passport first time in sept 2008, that time when police verification came to my home address then they were demanding INR 5000/- for the verification.I refused to give that amount at that time then they havnt send my verification to the passport office.and in 2010 I re-applied for the passport using the old FIle Number and this time when police came for verification then they were demanding INR 2000/- but after a lot of request they agreed for INR 1700/-
And after police verification when LIU came for the verification, he was demanding INR 1500/- and at last he agreed for INR 700/-.
Total I have given 2400/- for the verification for no reason.I was present at the home but I dont know why they demand such type of bribe.
