For Patta, I had to pay bribe

I was visiting this surveyor who sits on Vanagaram Panchayat office, After several visits I could not understand head or tail. Finally I was told that you need to pay 5000 for your area to get patta. After paying this, there was a function were Collector was issuing Pattas, I was called for this function and Received Patta in collectors Hands. I spent around 3000 Ruppes for petrol alone for my visits earlier. Want the punishment should be increased for bribes and there shall be strict implementation of this law.
