Pay bribe for DOMICILE CERTIFICATE

I believed that the responsibility of corruption is not the person who demands it but one who pays. Believing this I tried to get the DOMICILE certificate but to invain for 15days. End result being that after 15d, I spent time, money, peice of mind and time off from work. I ended up realizing the hard fact that its 'easy' to pay and get the required peice of mind.
