To pay money, I paid money!!

I registered my property from landlord share. He promised me that he will pay all taxes shortly. But I had to pay my property tax. So I went to the office. They told me that I need to pay earlier year's property tax first. But they had discussion on phone (of course using my minutes) and then they took Rs 500 + Rs 100 for filling the form in the Kanada and did some "settings" and they took my property tax.
Now sure whether paying property tax without giving previous year's tax is legal or not, but finally was done and considered that episode as happy ending!!
