Ground floor, Registration section at Vikrikar Bhavan of Sales Tax Department at Mazgaon, will never register a dealer without takingup bribe and they will find out any reson to reject your application.
Why a system of delcaration of cash by employees while entering office and verification while leaving office can not be introduced to curb this evil. it appears that from top to bottom all are partner of this income.
