Pay before you get approval

On the above mentioned date, the inspection officer came to my house for the normal passport inspetion duty on behalf of police dept. He after completing all the required procedures and process, simply asked for 500/- and said only when we approve it you will get the passport. I did not understand why i have to pay for a such a thing.
