Paying bribe for new driving license is an every day story

I first tried to get my permanent driving license without paying bribe, At my first attempt, after the test ride the inspector said, "It is just one and half month since you got your learners license, why are you in hurry. comeback in a month." But he didn't say any valid reason for rejecting my license. Next time I had to pay an agent about 500 rs, in which I guess more than half the amount will be given to the inspector, and the officers who involve in this **********. And keeping this in mind I have also paid about 500rs to an agent during my bike registration (in which I guess, upto 200rs would be charged anyhow if I try on my own).
