Paying Money to get back our own leggally due Moneys FROM THE INCOME TAX DEPT

Story is simple. we are a pvt ltd company of about 25 people. Every year we file our IT returns on time (on or before Sept 30). Every year we have several lacs due backs as IT refunds. This year on March 29 (or thereeabouts) we had to pay Rs 1,50,000 (1.5 lac) to get back our legally (overdue) refunds of Rs 39 lacs for FY 2008-2009 (AY 2009-2010)!!!. This has been repeated very year for the last 5 years. We ********** to run around to get 1.5 lacs cash for the bribe. ( all our receipts and payments are by cheque only!!!)
