Personal Fees for processing

This is when my passport renewal verification was due; this inspector from the local police station came with all the papers (which we submitted for verification) and asked a few questions and then said the process will take "fees" of 500/-. This will be then given to Intelligence and it will be then verified. A few days later, another gentleman from with the same papers with some stamps added, did his due and asked his fees of 500. So in total 1000 for verification process of *******
