Police Bribe for Lunch

On 27th of my February my neighbour was called to the Kadri Police Stations regarding an accident with a Rickshaw.He paid his fine of 1500 to the Rickshaw driver and 1000 to the police for not owning a License yet.But even after that,the Police intimidated and bribed him into buying them lunch in a nearby hotel.My neighbour is financially struggling and has a tough time supporting his family of two.Despite that the police have done this act of shame.This incident might seem small or insignificant but it will lead to bigger consequences if action is not taken against them.Even the smallest act of Bribery is a shame to the nation.What further actions can I take?
