The police officer took money to sign of PCC

I applied for Police Clearance Certificate (PCC) inbehalf of my wife. His subordinant (not a govt. employ, had failed 10th class) did enquiery. The police officer told me that my wife address is wrong and he asked me money to sign on the papers. I don't have another way because I am also in urgent.
