Police verification officials charging money

This happened a few months ago, i failed to report it immediately. We live in Kadambathur area, 631203. The police official came home for verification process of passport renewal. we paid the fees online already but he asked for rs 500 as minimum charges. mom wasnt sure of it, and paid it.

while talking to another person in the locality he said he faced same situation but he had gone to police station and they asked there itself. not sure how rs 500 as a minimum fee is charged and why, it is not listed in the website.
