Police wants bribe for returning stolen goods from thief caught by the owner without any police help.

Recently my friends house was ransacked when they were not in town. They immediately on returning filed police complaint. As expected in most cases, police was unable to catch any thief. They had suspicion on their cook, and somehow they managed to convince him and were able to find their stolen goods from the house of cook's friend.At this point police intervened and confiscated the stolen goods and demanded bribe of 15% of value of goods recovered, and failing to do so will not hand any stolen goods to the owners. Now even involving higher ups in police or politicians is not solving the problem and the police is adamant on their share , which they say is to be distributed to all higher ups too. I couldn't believe that one has to pay money for one's own stolen goods which were recovered by one's own efforts and the police is only there to take advantage and make money! Mera ********** mahaan!
