Post man asked me for money to deliver a registered letter

Well, this issues is a bit old since I came to India for this service about 6 years back. I gave my passport for endorsing my wife's name in 2006 in PP regional office. They dispatched my passport through a registered post. The postman demanded a bribe of Rs.50 to give it to me. When I declined, he threatened that he will not give my passport and future letters will not be delivered as well.
It was an open challenge and I had to pay the ransom.
