Postman won't deliver passport without 'Bakhsheesh'

After issue of passport when the status was confirmed as 'despatched' on the website, I waited for 10 days. During these 10 days, I checked with the post office at least three times but always told 'abhi nahin aaya... baad mein aao'.
One day, I caught the post ********** and asked him for my passport. He asked my name and said he will deliver it the same day. He came to my apartment, asked a series of useless questions(date of birth, how long have you been living here, etc etc) and said 'passport to **********jayega par ********** se kuch de do'!
This is in addition to him and other postmen going around the society and nothing down who has given how much 'Diwali' and misplacing/not delivering letters for those who don't pay Diwali.
I had to pay Rs 50 to get my passport from him. My only consolation is that I gave it to him in the form of very old 10 rupee and 5 rupee notes.... which he counted in front of me before handing over my passport.
