Yesterday, I went to my local police station (Adugodi area) for passport verification. My was a renew passport case with an address change. After the officer over there interviewing me filled all the required forms and putting my picture on the form, smiled and asked for processing fee. I did not understand, so I asked him how much (I thought it the fee which is documented government of India for this work).
He said, anything like 1000, 700 etc. This is when I understood what he is talking about.
The situation was like, two police officer looking at me for with my verification form in their hand. So, I pulled out 200 from my wallet and gave him. To this, both of them laughed and then the senior one asked for 100 more. Looking at the demand of the situation, I gave 100 more and meekly asked for a receipt of this amount. The senior officer, immediately said that this money was for personal use.
Now, when it was so open I could do nothing but wait to ********** the Police Inspector. The inspector made me wait for 45mins outside his office. All the while of this 45mins, he was talking on his mobile and to a lady in his room. It was an apparent chit-chat. After that he called me in his room, ask 3 questions as rudely as possible. He used Kannada language; I did not mind this since I can understand and speak a bit of Kannada. However, I did not understand one work (for rented house) as this was bit new to me; he repeated the word 3 times and then finally translated for me (thanks to him, now I added new word to my dictionary).
As I walked out of the station, I was feeling quite upset about the whole episode. I have no criminal record, yet I was sitting there for an hour. Though India is a single unit, the state treat people from other state like foreigner (it not a problem of Bangalore only, I have seen it happening in Delhi, West Bengal and many more places). It seems like we are still staying with the mind set of princely states where each state has its own king and kingdom.
End of it, getting passport felt like an achievement.
