Rampant corruption IN NOIDA authority

As per the authority i needed to execute lease deed for my flat alloted to me by Noida authority. As per the authority it was due since some 4-5 years back. When i contacted Housing Dept I was told that there will be a penalty of Rs 1.98 lacs before I can proceed further with the lease deed as I have delayed execution of lease deed. I was given a option that if I pay them Rs 99000/- cash then my file will be cleaned of the correspondence pertaining to penalty and lease deed will be executed on receipt of 99000 cash. Else i pay RS 1.98 lacs in a legal way and then make several futile rounds of their office to get recorded the payment in their file and then pay bribe of about Rs 10000/- to get rest of the work done. As per my past experience with the authority absolutely nothing moves without bribe. You have to pay the money demanded and then too request them politely to get your work done. They will obligingly do your work which otherwise is their duty. So looking into all pros and cons it was obvious that either pay as demanded or go by the rules and suffer further. There was no way out as I have been trying the legal route for last 3-4 years with no success. So i had to pay Rs 99000/- unwillingly and get my work done else my work would have remained undone for how long I dont know.
