Registration trasnfer from one state to another

Today first time, am forced to pay bribe of Rs 5000 for not registering my vehicle in Maharashtra. I moved from Tamilnadu to Maharashtra due to my work and I haven't registered again in Maharashtra. Why do we need this rule? Lot of us on private jobs move from one place to another. Why can't a private citizen freely move across India. When mobile phones can have one India concept, why not motor vehicles. This is an archaic rule taxing the citizens to run around RTO and pay bribes
