A regular formality to get passport in india

I am a medico,paid a bribe of rs400 to get my address verified by police officials.It was my first act to do so in my life.when i asked my parents about this procedure they told it is a regular formality which is to be fulfilled in order to get passport even though if we have every thing correct.It was a shameful act done by me.I think there is no other way to go....
