When I went to the passport office there were huge lines and people were literally hanging on to the gates. I lived U.S and was visiting India when I needed to renew my passport and hoped to get it in Tatkal scheme. I met several people in the passport office with horror stories on how their passport took 2-3 months and pages were deliberately torn out from their application to delay the process. The point is without bribe it would be impossible to get a passport soon. I went to an travel agent who got me a tatkal letter from and IAS office who I never met and helped apply for the passport, I got my passport in 10 days. There were several news article on how corrupt the passport officer was and despite numerous complaints no action was taken. I heard there was computerization in place and am not sure if that helped
At some point it is no longer a bribe but an extortion.
