Reservation clerks stealing money and asking bribe as well

Its very pathetic to see Railway employees doing all the non sense with the public who comes to reserve ticket .
here are few method which they very do to make few extra money .
1) if exact change( coins ) r give for tickets , they would say that Rs1 is less and would ask us to pay that .Just proved they r worse than beggars .
2)if they spend some time looking for the correct location and things while booking , they will say that they did a lot of job and need something for " chai naasta "
3)if someone comes for cancellation , beware they will SURE take some money from that if u dont count it well. Eg; if you are supposed to get a refund of Rs1000 , they will pay you 900 in hundres and rest in the denomination of 10.and that will be less..if you made some mistake while counting the 10s you will loose the moeny as they usually pay Rs 80 or so in 10s.
i wonder whether these people are born into some drainage , they just show how much they can lower themselves for few Rs more..
