I live in the US however my parents who retired a few years ago had to make countless trips to dingy and filthy DOE office in Ludhiana where simply no automation of processes and systems exists. Filthy clerks won't even look up in your eyes to answer you until you offer a few hundred rupees. Processes first of all have been kept deliberately lengthy and there is no concept of process reengineering when it comes to Punjab Govt. Comparing to this when I left my employer here in the US, my retirement check came within 24 hours via UPS upon submitting an online request. When my parents submitted their benefits issuance request, they paid bribe just so the ********** clerk can send to Chandigarh for processing. Then when approval comes back, parents have to bribe him again so he issues a check. If they simply make this all electronic process, we won't even need these clerks to begin with. Eliminate face to face interaction. In US there is no IRS (equivalent of Income tax department) office in every city. People deal with regional call centers or by mail. Eliminate local public dealing as much as possible and make everything available online and you don't have to deal with ********** anymore.
