RTO inspector asking for bribes

Apparently as per the government regulations 16,000 is required to be paid for getting a specific number. The RTO inspector openly asks to pay 18,000. 2,000 straight in his pocket.
The car dealers all are giving the same and openly says that it is being done and that’s the way it is.
What is the point of buying a car after saving so much and then paying unnecessary bribes.
The bribe was paid at RTO office on Avinashi Main Road, near Fire Station Tirupur.
