RTO Office: For Transfer of Bike registration from one state to another

A year ago, I got transferred from pune to bangalore, and applied for change of license number at my home town KGF (Kolar Gold Fields) . we paid all the required fee amounting around 8000/-.
Still the RTO officer demanded a bribe
I and my dad decided not to pay the 300/- bribe for change of my bike license number. It was during the **********'s Strike against corruption.
even though all the papers and fee were given, i did not get my new registration for more than a year.
They kept harassing my dad every time he went to check.
Finally nearly after 1 and half years, i gave the bribe of RS 300/- and got my new registration in 2-3 weeks time.
I was ashamed and feel helpless at this state of affairs!
