Rules so framed which encourage bribery

M resident of New Delhi. I was going to Ghaziabad to meet somebody. Understanding the way towards my friend's home, I was talking to him on mobile while driving.
On a particular turn, a police official saw me talking while driving and stopped me. He asked for the papers. I had all the papers except my Insurance and pollution was time barred. I asked for penalty. He told me its Rs. 2000/-. I agreed to pay. But he also told me that he'll usurp my RC and I have to collect it from court in Ghaziabad. I asked him that I m ready to pay all the penalty then why there is need to usurp my RC and also that I have to come down to Ghaziabad court from Delhi. This was really very taxing as even after paying penalty, my RC will still be usurped.
As this was very inconvinient, i had to pay bribe of Rs. 200 for him to let me go.
I believe i was ready to pay penalty. But the regulations was such that giving bribe appeared convinient than following law as first i would be paying Rs. 2000/- and also coming from Delhi to far off Ghaziabad court to collect my RC. I think had it made easy for the commuter to pay the challan and let off, citizens won't be facing problem even payment full penalty.
