For running Delhi registered vehicle in Maharashtra

Looking at the DL numner Cop stopped me twice at different times and asked me to park the vehicle to be stayed in Police station and pay Rs 10,000 on the spot fine. He asked me to pay 5000 otherwise and at last got negotiated to 1000 each in two different incidences.
