Shame on our police system.

Few days before i got a call from police station regarding verification of passport. yesterday i went there after waiting for 15-20 mins met with the verifying officer. after asking few questions he took my form and before writing anything he asked exact conversation are as follows:-
officer- chai pani ka kuch milega ya nahi.
Me - kis liye sir?
Officer- are form aage badhana hai ya nahi?
Me- Sir yahi toh process hai ishme chai pani kis liye?
he slammed my form in a file and said abb humko jab time milega toh aake verification karenge and moved out from his cabin i followed him and it was clear that he isnt going to forward my form easily so i finally asked kitna lijyega?
officer- rs 600
me- sir yeh toh bahot jayda hai.
officer- sab itna hi deta hai. aur upar se niche tak sab ko khilana padta hai.
me- sir kuch manage kar dijye .
officer- thik hai rs 500 dedena.
me- apne paas se paisa dena hai sir rs 400 le lijye.
he agreed
surprisingly he didnt asked for any id proof, address proof.
before starting he counted the money and filled my form and meanwhile said "ghar bhi aate toh chai pani dena padta use acha yahi deke kaam khatam kijye, 2-3 months ghumte rehna padta passport ke liye" . afterwards he send the form for stamping and gave rs 100 to the officer for stamping and told "dhekhe ********** kharcha pani ke mohar bhi nahi lagta hai".
This was the whole story. i disagree with the saying that people cant stop corruption by refusing to pay, as my form and documents were valid its their duty to come and verify but they simply said aaram se aaynge. so to get the work done we have to throw money in front of them.
