Shamelessly asking for bribe

After all the questioning and verifying all the documents and making sure everything was in order, he very shamelessly said, "please give me whatever you think is appropriate". i didn't know what to do, so I gave his Rs 1000. He seemed satisfied, and gave me his mobile number and assured that he will take care of everything. As he was leaving, he asked me to give him Rs 500 for the police station staff as well, otherwise they might need to come again for verification. i didn't want the hassle, so I paid that to him too. I felt very bad, but don't know what I could have done without jeopardizing the passport issuance.
