Shocked to be asked a bribe for just adding name to birth cert by very young girl officer at BBMP

Happened in July'17 when I went to BBMP office of birth and death near Ulsoor lake to add my daughter's name in the birth certificate. I went a day prior at 9 AM just to know that office operates only from 10 to 4. Went again next day. They had big posters of applicable fee/charges for different works hanging around in the office.
Two young girl officers, may be in 20's were the only staff present. Whole process was smooth. They asked me to fill a form with name I wanted to add and they quickly printed new birth certificates. But just before handing over the certificates to me, one officer asked me to pay the fee. She asked so casually 'you can pay 250 or 300, as you wish'. I paid 250 Rs.. She noted the amount in a dairy and also on the top of my form.
