I was appointed by a institute in Sept. 2005 as lecturer, my approval was withheld for four years by social welfare department till 2010, I was informed that I have to pay Rs. 30000 to the Social Welfare Officer to get my approval, Salary with arrears. I was helpless and resource less. I paid it.
