I tried to apply for a international license last year and since i did not go along with an agent my file was just thrown around. This time, I payed 3650Rs for the whole process, even though it only costs 1000Rs. The incident takes place regularly in the RTO at Pratiyur. No direct bribes are taken, but only through agents.
