I many of us is victim of such bribe, because to get our certificate early as possible the amount Rs. 20 is very small compare to our need of certificate.
Actually i was forced to give bribe.
When i tried to get my caste certificate officially it does not seems to get in time! So as usual i prefer the way to give bribe. And the real fact is that after giving bribe same person gave me the papers in only one day!!
