Sub registrar asked for Rs.3000 for marriage registration

I got married to a girl from mangalagiri. We went to the sub-registrar office for marriage registration after marriage with all the proofs and documents. The sub-registrar asked for Rs.3000 of bribe. Finally, my father-in-law paid him Rs.500 after a lot of negotiation and bargain. Actually, marriage registration application costs Rs.20-30. I felt the government offices are all corrupt.
